Please make sure to "read this entire article first", understand the on-site situation, and properly assess whether you can handle the role of "supplies superhero" before going! Otherwise, having a hundred people show up asking questions will only make disaster relief harder!

Q 1: I want to donate supplies to Hualien. What supplies are currently needed in Hualien?

Hualien Currently Has No Shortage of Supplies!!!In fact, supplies have become garbage at this point! (The site had to hire a cleanup company to remove them, costing hundreds of thousands of NT$ more...)

  • Donating or shipping supplies now = adding burden to Hualien

Q 2: Why do Supply Superheroes help at 'Hualien County Jiao'er Charity and Public Welfare Association'? (Hereinafter referred to as Jiao'er)

Hualien County Jiao'er Charity Foundation | Background Overview

  • Jiao'er's Workload:
    This organization has handled70% of Hualien disaster area's supply transportation workload, volunteering here = directly solving Hualien's supplies sorting problem.
     
  • Jiao'er's Staff:
    Currently only 3 people
    1. Jiao'er's female owner (called "Boss Lady" on-site, extremely well-equipped with sun protection gear)
    2. Jiao'er's husband (called 'Boss Dad' on-site, tall and slim)
    3. Jiao'er's social media manager (called 'Jiao'er Editor' on-site, a young girl in a pink vest)
       
      These people originally worked at Jiao'er on a part-time volunteer basis, but due to the disaster, they've become full-time. Can you imagine? Full-time volunteering = no income! So they occasionally grab time to work as temporary part-time workers to earn meager living expenses. They really need your help!
       
  • Jiao'er Logistics Overview:
    Due to the massive relief supplies from this disaster, logistics companies & postal serviceunload approximately 1,000 boxes of 'mystery boxes' dailyboxes placed at Jiao'er's entrance or sorting area (this quantity represents the situation where 'the owner has already requested the logistics company to send them bit by bit,' so there are still many supplies on the logistics end that can't be transported to Jiao'er for sorting.)
     
  • Jiao'er's Living Situation:
    The owner's family once had so many supplies that they had no space to sleep, because many supplies can't be exposed to sunlight and can only be stored indoors. Life was truly difficult.
     
  • Jiao'er's Debt:
    Many supplies became waste! This caused Jiao'er to need to spend an additional 200,000+ NTD on 'waste removal' fees to do a one-time cleanup of unnecessary supplies. So donating more supplies = costing Jiao'er more money.
     
  • Jiao'er Was Reported:
    With so many boxes occupying Hualien streets daily, don't they get reported? That's right! On 2025/09/30, Jiaó'ěr received a fine for occupying street space, roughly tens of thousands of NTD. (Currently, there's really no solution.)
     

Jiao'er Charity Foundation of Hualien | Supply Processing Goals

All supplies sent to Jiao'er must: be unboxed, have expiration dates checked, have second-hand items discarded, be reboxed, have contents labeled, be categorized, be transported and placed in sorting areas, on pallets, or inside containers (detailed placement logic will be explained further in the article)

This way, forklift operators or individuals temporarily needing supplies can conveniently come pick up these supplies.

Jiao'er Charity Foundation of Hualien | Volunteer Preparation

The human resource conditions Jiao'er needs are:

  1. Work Within Your Capacity:
    The sun is really intense; people have previously suffered heat stroke from exhaustion. Please take care of your own health and safety before coming to help.
     
  2. Willing to Follow Current SOPs:
    Currently, all of Jiao'er's SOP systems are 'collective volunteer wisdom,' which means decentralized, unmanaged SOPs. It's completely normal if you feel things are chaotic on-site. If there's a volunteer leading that day, listen to their assignments and complete the tasks! Don't give too many opinions that might affect the sorting work.
     
  3. Have Sorting Experience:
    Especially preferable if you have experience stacking goods inside containers, and need to understand left-right balance of containers & stacking logic of heavy at bottom, light on top.
     
  4. Doesn't Mind the Sun:
    Because the sorting area has no sun shade, you need to organize supplies under the sun, which is not an easy task.
     
  5. Have Strength:
    to be able to carry supplies (for example: you might need to carry a box of water)

You can check all the time slots when you'll be there. The form is just to give the on-site staff a rough idea of how many volunteers will be there each day—you don't need to be too detailed! This isn't a paid part-time job, so we don't need to know your exact arrival and departure times or if you'll be late. Just confirm that you'll come, and if you need to arrive late or leave early on the day, that's fine.

Reading through the steps, filling out the registration form & asking fewer questions is the biggest help!

Although I only volunteered for one day on 9/30, I'm a Knowledge Management instructor. On-site, I assessed situations & asked many critical questions, compiled comprehensive handover information, and established numerous SOPs. If you read through this article, it will definitely help you on your 'Supply Superman journey' and save the on-site team significant effort in answering FAQs.

Props You Need to Prepare BeforehandRed text = Essential items

  • Sun protection:
    Hat (most important), arm sleeves, long pants
     
  • Hygiene:
    Towel, cooling wet wipes (it's really hot on-site, having this little treasure would be great), cooling spray
     
  • Tools:
    Cut-resistant gloves, utility knife, thick permanent marker (for writing on cardboard boxes), thick tape, tape dispenser
     
  • Food & Beverages:
    Sports drinks, salt & sugar (water is abundant on-site, no need to bring)

Step 7

Safely Arrive on Site at Your Registered Date & Time

If you're running late, leaving early, or have other changes, please inform the cloud assistant in the LINE community's 'You can also tell me if you need to adjust attendance' thread! However, if you've ordered a meal for that day, please pick it up before you leave.

On-Site Check-In + Meal Registration

During check-in, register your 'lunch' & 'dinner' preferences with '@Yi Lin - Jiao'er Staff & @Jiao'er Staff - Ying Qi' to register!!

Step 9

Preparation After Check-In

  1. Stow Your Bag
    Please place your luggage in the 'large cardboard box' to the right of the Jiao'er entrance. Keep valuables on you! Manage your personal items responsibly.
     
  2. Put on Gloves
    Generally, the site will provide work gloves (but we recommend bringing your own), there are many wooden materials anddebristhat easily scrape hands, so you must wear gloves before helping.
     
  3. Gear Up
    Carry a utility knife, tape, tape dispenser, and markers in a small bag on your person—use them as needed during work.
     
  4. Apply Sunscreen
    Working in the Jiao'er warehouse inventory is 'full sun' all day long. Bring a hat, apply sunscreen generously, wear arm sleeves, and wear long pants—don't end up like me with severe sunburn and peeling skin!
     
  5. Locate the Restrooms
    Upon arrival at Jiao'er Association, check where the restroom & sink are located—they're on the left inside the entrance. If the restroom is dirty, feel free to help clean it up. Thank you so much!

Observe the on-site situation and integrate into the work

On the work day, try not to ask others 'I'm here, what should I do?' Please take a minute to observe the on-site situation and directly integrate into the on-site operations.

If you really don't know what to do, feel free toask proactively:When you arrive at the association entrance,directly ask the people inside loudly: "I'm here to help. Where is most needed right now?"

1️⃣ Supply Superhero, Before Registration (FAQ)

Q3:When are volunteers still needed? How can I check if a certain day is full?

Resource organization isa long-term battle, as the logistics company will continue to bring large quantities of goods, so Jiaoer will still need volunteers until the end of November 2025. Please clickhereto view 'Current volunteer registration status'. If the date shows 'Full', please try to choose another date to help!

Our goal isMaintaining 40 to 60 volunteers dailyin rotation to ensure everyone has time to rest and operations run smoothly.

Q4:If the date you want to go is fully booked, what should I do?

You can choose to volunteer at other organizations that need manpower, such as Guangfu Elementary School, Tabalangas, Fu'an Temple, or Hualien County Zhongzheng Gymnasium.

Q5:What are the daily work hours? What time does the shift end? Can I volunteer in the evening?

Operation hours (approximate):

  • Early shift: 09:00-12:30 (1-hour lunch break)
  • Afternoon shift: 13:30-18:00 (1-hour dinner break)
  • Evening shift: 19:00-23:00

During the two meal breaks, there will always be people continuing to work, since everyone's meal times and arrival times are different, so feel free to take your time for this part.

Q6:The internet says you can just show up. Do I still need to register in advance?

Focus on the content of this article! Please go to 'Resource Superman Registration Form' to fill out your registration. The reason some online sources say to go directly was because there was no SOP system in place at the time. Now the system has been established, so please complete your registration before heading over.

Q7:If I registered for time slot A but suddenly want to change the time, arrive early, or come later, what should I do?

Please go to the discussion thread and find @zi'If you need to modify the number of people, you can also tell me', or search for this phrase to enter the discussion thread and notify us.

Leave a comment in that discussion thread explaining what you need to modify or cancel, and tag the volunteer responsible for statistics, for example @zi@Shan or @Nana19, to ensure the message won't be missed.

If you need to 'cancel', please be sure to notify us to avoid the situation where we think too many people have signed up but there are insufficient volunteers on site!

However, if your change is onlythe same dayfor early or late arrival, usually there's more flexibility, you can just head to the site directly!

Q8:Does the site need people with professional skills?

Yes, Jiaoer is severely lacking professional skilled manpower, particularly in 'resource transportation' and 'heavy machinery operation', because supplies are piling up, making it difficult to transport resources out smoothly, which is the biggest challenge on-site.

Below are the details of the professional skilled manpower urgently needed on-site:

1. Drivers with their own trucks (Transportation Superman):
The highest priority recruitment on-site isOwn a truck, pickup truck, or large SUV (such as T4)volunteers.

This is because there are not enough association vehicles on-site, and renting vehicles involves insurance issues, so volunteers need to bring their own vehicles.

  • Vehicle type requirements:
    Requires trucks of 3.5 tons or more; small trucks (such as light-duty pickups) are not suitable
  • Driving skills:
    Experience driving manual transmission vehicles is required, especially for drivers who can operate 3.5-ton vintage trucks, have heavy-load experience, and can navigate mountain roads.
  • Demand:
    To ensure smooth shipping, 3 to 4 trucks may be needed daily to assist in transporting supplies.
  • Scarcity:
    Many volunteers can drive trucks, but volunteers who bring their own trucks are very rare.

2. Forklift operators (forklift superheroes):
The site urgently needs experienced forklift operators. There is a 2.5-ton ride-on gasoline/diesel forklift on-site that requires expert operation.

  • Operator requirements:
    The site hopes to have 2 skilled forklift volunteer operators each day to take turns operating, to handle operations from 9:00 AM to 10:30 PM.
  • Auxiliary skills:
    The site also needs volunteers who can operate "hydraulic pallet jack (manual pallet truck)"to assist the forklift in pulling out pallets for lifting.

If you only have cargo handling experience and the date you wish to volunteer is fully booked, we suggest you redirect to other units in need (such as Fu'an Temple or Hualien County Zhongzheng Gymnasium) to avoid wasting human resources.

Notes:

  1. Please do not rent vehicles to help with transportation. Dirt and minor scratches are inevitable during transport, which can cause disputes with rental companies.
  2. Delivery volunteers should understand that transport involves mountain roads/muddy terrain and requires heavy loads. Not recommended for beginners. Please self-assess.
  3. If you have experience driving trucks with heavy loads but don't have your own vehicle, you can leave your contact information and first help organize supplies at the warehouse. We'll contact you when needed.
  4. Filling out the form indicates willingness to be assigned by the coordinator. This is not self-directed activity; you must cooperate to transport assigned materials to designated locations.
  5. For coordination purposes, we'll ask you to leave your phone number. Submitting the form indicates you agree to share your phone number with volunteers who need it.

Q10:Is Jiaoer Association in the disaster area (Guangfu)?

Jiaoer Association is not in the disaster area, but in Hualien City, and its main work is supply organization and transportation. If you want to 'shovel soil' or 'clean silt', you'll need to go to Guangfu to do that.

Q11: JiaoerAssociation's current biggest shortage?

Currently, what is most lacking isthe ability to transport supplies out, that isbringing your own truck(3.5+ tons/pickup truck/large SUV) with experienced drivers, andforkliftoperators to help process the existing supplies.

Q12:Can I bring my children to volunteer?

The association location "has no temporary children care area", work areas are partially open spaces with severe sun exposure, and machinery like forklifts are active on site. It's not recommended to bring children unless they have adequate self-care abilities.

Q13:Does the association provide volunteer accommodation?Is it free?

  1. The association provides "non-free but highly affordable accommodation" service. Please join "Volunteer Accommodation Needs 🏨" community to discuss.
  2. In Hualien City, Happy Traveler (0921-864-021) provides free vacant rooms. You can call to inquire.
  3. Please refer to the volunteer-compiled "Hualien Accommodation List", which contains very detailed information!

2️⃣ Supply Volunteer - After Registration (FAQ)

Q14:Is there parking near the association?

The associationhas no dedicated parking lot, and the parking lot across seems to be monthly rental spaces. Please find parking in nearby alleys or near Hualien Train Station. It's less than 10 minutes walk from here, very close.

Q15: Current transportation options to HualienWhat if you can't buy train tickets?

1. Train Options

  • Standing Room Tickets: You can purchase same-day standing room tickets on-site (New Ziqiang 3000 Hualien–Taitung section fully open, approximately 240 tickets per train). Some people buy tickets via machines to skip queuing.
  • Tap EasyCard to Board and Pay Difference: May incur 50% surcharge; risk at your own discretion.
  • Direct Trains: Depart from central/southern Taiwan via Ziqiang 3000 direct to Hualien, approximately 4 hours.

2. Alternative Transport

  • Coach + Train
    • Take coach to Luodong/Yilan → Walk 5 minutes → Transfer by train to Hualien.
    • Yilan is the starting station for regional trains, offering more seating.
  • Combined Transport Tickets: Combined coach + train tickets, approximately 4 hours.

3. Special Transport Options

  • Chartered Vehicles: Some organizations or government agencies provide shuttle services (e.g., Hualien Fenglin–Banqiao, Taoyuan Nangkan, Tainan City Government). Registration required in advance; search Threads independently.
  • Ride-sharing: Ask in volunteer groups.

Q16: What should I wear? Do I need rain shoes?What tools do I need to bring?

SuppliesDrinking water / water bagOn-site temperature is high, containers lack ventilation, volunteers needmandatory shift rotationsrest, reminding everyoneto drink water even if not thirsty, to prevent heat stroke. Water supply on-site is sufficient, pick up when you arrive.

No need to wear rain boots, please wear canvas shoes as mentioned above! Thank you.

Q17What type of gloves should I wear?

Cut-resistant gloves or industrial white gloves both work, mainly to prevent splinter injuries, don't wear gloves that are too thin!

Q18Where can I put my bags, luggage, and power bank?

Please keep valuables with you! Other luggage can be placed in the "large cardboard box" at the right side of Jiao'er Office's corridor! Since 60 people's luggage is stacked together, please try not to bring too valuable items & avoid bringing too much.

Since the work area is outdoors and often exposed to sunlight, power banks and similar charging products contain lithium batteries that can pose potential explosion risks in high temperatures. Please be sure to "properly store and place them in the office" and in a place "not exposed to sunlight"!

Also remember not to leave lithium battery items exposed to sunlight in vehicles!

Q19Where is the restroom?

  1. Jiao'er Office
    Restrooms are located in the corner office, at the very end on the left side (toilet & sink are separate). If you notice the trash is full, please feel free to help clean! Ask corner staff where the trash bags are. Thank you.
  2. 7-ELEVEN Guosheng Store
    You can also use the restroom at the nearby 7-11.

3️⃣ Supply Superhero, During Work (FAQ)

Q20How do I check in after arriving at the venue? How do I register for the meal box?

When you arrive, go directly to the office to check in with Jiao'er staff! There will usually be staff rotation. Please be sure to register your "lunch" & "dinner" needs when checking in. If you can't find anyone, you can look in the community for "@Yi Lin - Jiao'er Staff & @Jiao'er Staff - Ying Qi" to register! Let them know if you're vegetarian so they can mark it.

  • Lunch Registration Deadline: 10:30 AM
  • Dinner Registration Deadline: 4:30 PM

Q21After arriving at the venue, what work tasks do I actually need to do?

This SOP helps you clearly understand how inventory is processed and packed after arriving at Jiao'er.

Step 0

Please first understand the floor plan of the "cargo container handling area"

What you need to know from this is "Jiao'er cargo handling area is divided into three areas: A, B, and C." When someone on-site says area A needs manpower, you'll know where to help!

Facing Jiao'er Office, walk 50 meters to the right and you'll reach area A of the cargo handling area shown in the diagram.

Step 1

After supplies are delivered by the logistics company, they will be unloaded onto cages (metal cage carts/metal frame carts) or pallets.

Pay special attention here! Supplies wrapped in industrial plastic wrap (stretch wrap) on pallets may be either "newly unloaded, unopened boxes" or supplies that "have already been organized by volunteers." Please do not open them casually. For this part, please consult the "site coordinators" (volunteers in yellow vests) on-site to identify them safely!

Step 2

Next, volunteers need to unbox these items

Here are some steps for unboxing and grouping:

  1. Unboxing Team:
    Transport items down and use a utility knife to help cut open the boxes.
     
  2. Expiration Date Checking Team:
    Help check if items in the box are expired or secondhand (any 'secondhand or dirty/damaged' items should be put in a trash bag and discarded). This teammust be willing to discard unnecessary items
     
  3. Loose Item Sorting Team:
    Categorize loose supplies by placing them in corresponding boxes.
     
  4. Sealing and Labeling Team:
    Use tape dispenser and tape to seal the cardboard boxes, and label with category & expiration date (Ex: Cookies 2026/12).

When transporting classified items, you can directly place sorted items on the pallets

There are tricks to placing items on pallets! Please note the following:

  1. Place square boxes at the bottom first, then place other shapes:To keep the base stable! Makes it easier for forklifts to transport supplies
  2. Each layer should be the same height to prevent uneven stacking: It's like building a house—each floor is the same height
  3. Stacking method:
    • Don't stack heavy items above head height (don't stack water boxes too high)
    • Light items can be stacked above head height (toilet paper can be stacked higher)

Step 5

Wait for the forklift to move the organized supplies onto the truck

The forklift only handles on-site movement; external transportation is handled by trucks.

Q22After arriving at the venue and seeing everyone working, how do I start helping?

Q23Who should I ask for help if I encounter a problem?

If you're on-site

  1. Please ask for help from staff wearing a 'pink corner vest'.
  2. Or find the scene coordinator wearing a 'bee megaphone' managing on-site personnel.
  3. Ask other volunteers on-site (those dressed head-to-toe like tea pickers).

If you're not on-site

  1. In the "Community – Hualien County Jiao'er Charity Association (Volunteer Group)" section, tag @Cloud Assistant peiwen to ask questions. He is the most enthusiastic remote volunteer for answering QA.

Q24Until what time can I help?

  2. Assembly Line Thinking:
    Understand the overall supply boxes, the assembly line operations from unloading to shipping, and classification methods. Even better if you have inventory management thinking and experience.
     
  3. Unwavering Determination:
    There are way too many 'enthusiastic volunteers' on-site who will frantically 'offer suggestions' to you holding the megaphone, but since you already have a grasp of the overall situation and your own inventory management approach, stick firmly to your method!
     
  4. The Courage to Manage Hundreds at Once:
    With the megaphone on you, both on-site volunteers and Jiaó'ěr staff will ask you anything, and you must take on these responsibilities. If you have team leadership and entrepreneurial experience, that's a wonderful capability.
     
  5. Exceptional Physical Stamina and Endurance:
    During work, you'll walk over to Area A to check the situation, then over to Areas B and C. You barely have time for lunch because new volunteers keep showing up asking what to do. So prepare yourself physically for a full day of labor.

Your constant suggestions actually lower our work efficiency."
